Most of the meeting was dedicated to discussing the tax
differences between Issaquah and Unincorporated King County jurisdictions.
See notes at bottom.
Committee Individual
Responsibilities:
Joan:
Chair Meetings. Put together tax difference
information. Finalize "One Pager" and Q & A document in time for
South Cove Samm. Beach club June newsletters. (Submission deadline June
21st). Provide information to Julie regarding apartments within
scope of annexation area.
David:
Secretary/Web Site/Email. South Cove
Newsletter. Ask $200 for South Cove, and contributions from HOA's not present.
Schedule meetings and take
minutes.
Gary:
Sammamish Beach Club Newsletter. See about SBC
contribution.
Shirley:
Ask Meerwood for contribution

Ask whether Meerwood treasurer would manage money (President
declined).

Julie: Contact the apartments in the area, pending information from Joan Committee
Structure:
We are called the
"South Cove Area Annexation Committee"
Joan will chair
the meetings. David will schedule meetings and take
minutes.
Upcoming
Meetings:
We decided David
will schedule meetings at take minutes - and Joan will chair the
meetings.
The next committee
meeting will be on one of these dates:
July 9th, July 8th, July 1st - David will send email to
determine exact date and location.
Other small committee meetings will be in August
and September. David to
schedule.
We will have a larger meeting, including
HOA presidents and/or board members, on
July 29th or 30th - Joan will see when we can get the
Library Resource Room.
The purpose of the meeting is to bring more people up to
date with our thinking and raise an army to help publicize and fund publicity
for September meeting.
The first Public Meeting will be at the
Pickering Barn on a Tuesday evening the third or fourth week in September or
first week of October. David will work with David Sao to determine
available Pickering Barn dates.
Budget:
We need some money for printing and mailings over the next
17 months leading up to the November 2003 election. $500 or so would be
about right.
We will ask small HOA's (like Meerwood and Sammamish Beach
Club) for $100, and larger HOA's (like South Cove) for $200.
Updated Information: Meerwood has agreed to contribute
$100, but not to manage the money. Mark Southern, who is South Cove's
treasurer, will manage the funds. So Meerwood should write a $100 check to
South Cove, and South Cove will reimburse committee members for pre-approved
expenditures. Unspent funds will be reimbursed to contributing
associations.
David will ask South Cove approval for $200 contribution at
the June meeting. We will ask for other contributions at a larger meeting
in July.
Methods of
Communications:
We will use the following
methods to communicate:
HOA Newsletters, starting
with June South Cove and Sammamish Beach Club
newsletters.
Mailbox Stands - especially
in areas without HOA newsletters.
Web Site and Email (see
below)
Work to get press in Issaquah
Press, Eastside Journal and Seattle Times Eastside
Edition.
Web Site and

David will post
information about annexation on the web at www.issaquahweb.org
Questions about
annexation will be able to be directed to annexation(AT)issaquahweb.org
.
There is no cost to use this domain, because David
currently has it registered and hosted along with his other web
sites.
An auto responder will immediately acknowledge receipt and
say "thanks" - we will read your email and address your issue at the large
meeting. If you are requesting a response, the right person will be
respond.
David will receive
those emails and distribute to the right person who should answer
them.
Some information
should be posted on the web by the weekend of June 23rd so that HOA newsletters
in South Cove and Sammamish Beach Club mention the web site.
Tax Implications of Annexation
In Issaquah, property taxes will be lower, but the City will
impose a 6% tax on utilities and telecommunications.
Garbage/Rabanco:
Rates will go down because Issaquah provides a subsidy for
those participating in the recycling program.
Water/Lights/Sewer:
We received conflicting information about whether this would
continue to be billed by Bellevue, or whether it would be billed by
Issaquah. 6% Issaquah utility tax would apply, but it isn't immediately
clear whether any existing tax would be removed.
Sales Tax:
Retail sales
tax is higher in the City, but there are no retail businesses within the
annexation area. Service utility tax (such as that charged by contractors)
will remain the same at 8.8%.
Telephone:
The 6% City Utility tax applies to all phone services,
including local, long distance and cellular. However, cell phone tax is
based on the billing address, which in some cases is the user's employer.
It is unclear whether any existing tax would be
removed.
Joan has a complete document which compares city and
unincorporated taxes in every category.
Shirley said Issaquah will "sell" us a copy of the report
generated for Providence Point for $15 (copying
fees).
Joan brought a Q&A document providing answers from the
City. Answers are all attributed to the City employee who answered the
question.
