Notes for June 4, 2008 SLSA Meeting
The June 2008
meeting of SLSA (South Lake Sammamish Association) was called to order at In attendance were: David Bangs (Chair of SLSA); Becky Stenzel (Secretary of SLSA); SA rep); Melody Scherting (Sammamish View Association SLSA rep); Sandy Ruggles (Sammamish Beach Club SLSA rep); Deborah Parsons (Greenwood Point SLSA rep); Wayne Eddy (Weatherwood SLSA rep); Jeff Parsons, Charlene Gaston, Doris Ong, and Margie Nelson (Greenwood Point residents); Dawn Matte, Connie Espe, Brian Goble, and Ryan Scharnhobt (South Cove residents); and Craig Kinzer and Deb Freng (SE 42nd Street residents). 1) David Bangs reported on SLSA's financial situation. There has been no change in our finances, and the only expense anticipated for 2008 is the previously agreed upon contribution off $200 for the annual community ice cream social to be held on August 18th in Meerwood Park. 2) The main issue discussed at the meeting was the 188th/192nd Avenues SE signage issue: A) Greenwood Point, Meerwood, Sammamish Beach Club and South Cove have participated in several meetings regarding proposed signage at 188th and 192nd along West Lake Sammamish Parkway. Each of the four subdivisions is discussing with their boards how to assess the home owners for a proportionate share of the sign (based on number of lots in each subdivision). The estimated cost is $30,000 ($15,000 per sign), which is roughly $50 per lot in the four subdivisions. Doris Ong is checking with a title company to be sure of where the exact property lines are at each corner, where individual lots, fences, and roadway/sidewalks are located. A survey may be required to establish where signs may be located. B) There was discussion about which neighborhoods would list their names on the sign(s). Wayne Eddy of Weatherwood (further west at 186th Ave SE) suggested the need to expand the signage and include other neighborhoods if they want to be involved in the signs, with the possibility of larger signs at other locations than 188th and 192nd. Discussion followed, with consensus that other neighborhoods (besides the four involved with the 188th and 192nd signs) could replicate the signs at the entrance to their subdivision/neighborhood/project and pay for their own signs in the future. (Greenwood Point is installing a smaller version at the entrance to their neighborhood along 188th Ave SE.) It was suggested that all SLSA neighborhoods be mailed a copy of the conceptual drawing, with a sketch to be made of each sign and the neighborhood names which will appear on each. C) There ensued a lengthy discussion about how to handle the funding of the signs, i.e. who will collect the monies from the four subdivisions and pay the contractor(s). It will not be possible for multiple parties to pay the contractors, rather a single payer will be required. There was discussion about whether SLSA might change its status from a political organization to some type of corporation and to set up another bank account. There was also discussion about whether one of the HOA's could handle it, with reimbursements from the other three. Craig Kinzer offered to help David Bangs figure out how SLSA could handle the money, if that is what eventually is done. (Craig was involved in a similar local improvement effort in his SE 42nd Place neighborhood). D) After much discussion regarding the financial arrangements, Melody Scherting (Sammamish View) and Wayne Eddy (Weatherwood) spoke up and objected to SLSA becoming a financial entity when it was originally established as a political action entity. The liability for financial obligations could be huge, posing problems for individual officers and members. Discussion followed about the role of SLSA in the community and whether the focus from issue-based involvement in the community and the city should be changed. E) It was finally decided that individual HOA's would be asked if they would handle the transaction (probably Greenwood Point or South Cove). F) Ongoing maintenance costs were also discussed, i.e. who would pay for landscape maintenance once the signs are up and landscaping installed. South Cove may add the work to their contract, with reimbursements from the other three HOA's. G) Doris Ong and the sign/beautification committee will continue to work on the issue and send e-mail notices of its progress. Individual HOA's will work on how to pay their share of the total cost, i.e. how to assess their members. 3) Wayne Eddy brought up the proposed condominium project to be located at 4615 West Lake Sammamish Parkway (west of Sammamish Bluff). He may agree to be "issue owner" of this issue, i.e. ramifications in our neighborhood regarding traffic, etc. The project will be 44 units in four stories over two levels of parking. The project has been announced in the Issaquah Press and details can be found on a current list of development projects on the City of Issaquah's website (called the Loretta property/The Timberlake)(www.ci.issaquah.wa.us./Pending_Projects%202008.xls). 4) David Bangs reminded us about the current ongoing discussions at the City of Issaquah regarding a tree ordinance (proposed changes to existing code) and the Shoreline Management Act discussions regarding Lake Sammamish. See the city website for scheduled hearings, etc. David Bangs will follow the Shoreline Management issue.
