Standing Rules

South Lake Sammamish Association (abbreviated SLSA and
pronounced “Salsa”) exists to facilitate cooperation between the neighborhoods
which are part of Issaquah’s Greenwood Point Potential Annexation Area and accessible
off the North side of West Lake Sammamish Parkway, including the following
neighborhoods (roughly from East to West): Sammamish View, Waterford Terrace, Sammamish
Beach Club, Meerwood, South Cove, Lake West, S.E. 42nd Street,
Greenwood Point, Weatherwood, Meadowbrook Point and Timberlake Lane.
The primary purpose of SLSA to facilitate cooperation
between Member Associations in working with government agencies to ensure that
the needs and desires of our residents are given full consideration. In the
past we have worked together on these and other issues: Issaquah Annexation,
Speeding Mitigation, Police Patrols, Road Repair, Future of Lake Sammamish
State Park, Locking Mailboxes, Blackberry Park improvements, W Lake Sammamish
lay down area improvements, and Roundabout improvements.
SLSA is also a great forum at which to discuss other forms
of cooperation between neighborhoods, such as the annual garage sale or the
Meerwood Ice Cream social. However, since not all neighborhoods participate,
such events should be separately funded by participating neighborhoods.
Quarterly SLSA meetings are open to the public, but key
decisions are made by the weighted vote of representatives from Member
Associations. A Member Association is a Homeowners Association or Neighborhood
Group which has paid current SLSA dues and has appointed a Representative. A
Neighborhood Group may be a Member Association if it credibly and uniquely
represents the residents of a neighborhood for which no organized Homeowners
Association exists. Member Associations must communicate with represented
homeowners about SLSA and key decisions.
Each Member Association should appoint a SLSA Representative
each calendar year to serve a one year term. In the case of a Homeowners
Association, the Representative can be appointed by the president.
Neighborhood Groups can choose a Representative by demonstrated general
consensus.
Votes are weighted based on the number of homes represented:
Each representative receives one vote plus an additional vote per group of 50
homes represented. The following table represents vote allocation for

Each year, the Representatives choose a Chair, Vice-Chair
and Secretary. Any resident of any Member Association is eligible to hold
these positions.
- The Chair should ensure quarterly meetings are scheduled,
and should notify representatives and homeowners of the meetings and
meeting agendas via email.
- The Vice-Chair assists the Chair and substitutes for the
Chair in case of absence.
- The Secretary takes meeting notes and provides
them by email to the Chair and Representatives. Collects Dues from Member
Associations.
- SLSA has no bank account. Funds are actually managed by
the treasurer of the South Cove Homeowners Association.

people split duties.]
Each Member Association should pay dues of $1.00 per
represented home to the South Cove Homeowners Association by March 1st
of each calendar year, who will track the funds and write reimbursement
checks. Those incurring approved expenses should submit receipts to the South
Cove treasure within one month. Bills may also be directly submitted to South
Cove Homeowners Association, PO Box 1257, Issaquah 98027.
Taking a position on an issue of public policy requires a
60% majority of the votes of all Member Associations. A motion can be made at
a meeting, by phone or email. Votes can be gathered by similar methods. Voting
is closed when either 40% of possible votes have voted No, or 60% have voted
Yes, or the motion is withdrawn. This gives Representatives flexibility to
consult others in their neighborhood before submitting a vote. Members of the
group can then go forth and advocate for the policy on behalf of the South Lake
Sammamish Association. Since it beneficial to reach conclusions at meetings,
initiators are encouraged to make motions to the Representatives via email well
in advance of the meeting.
The same procedure should be used for: Changing this
document, Setting Member Association Dues, Appointing a new slate of officers
at any time, Granting membership to a new organization, or other matters of
similar significance. Simple matters can be decided by simple majority vote of
residents present at any SLSA meeting.
Unapproved Procedural Note

SLSA is registered with the
Washington State PDC as a Continuing
Political Committee. This allows us to take a stand on ballot issues. Since we
have selected "Mini Reporting", we do not have to make any specific filings but
should keep detailed records of contributions and expenses, which should be
available to the public from the secretary upon request. If we wish to accept
donations in excess of $300 a year from any single person or organization or
spend more than $3500 a year, we must convert to full reporting. Each year when
new officers are selected, the secretary must fill in Washington State PDC form
C1pc and mail to the PDC and King County Elections to update their records. |
